Michael Carbone, the House majority leader in the Arizona House of Representatives, announced that the new Majority Report highlights Republican accomplishments from the first session and outlines priorities for the second. He made these comments on X.
“Remember the Majority Plan from earlier this year,” said Carbone, State Representative from Arizona. “It was our compass for the first session. Now, we have the Majority Report. It’s a list of our accomplishments and what comes next during the second session.”
The Arizona House GOP Majority Plan for 2025 presents a conservative roadmap focused on preserving the American Dream, enhancing public safety, and protecting individual rights and liberties. According to the plan, it emphasizes lower taxes, fewer regulations, and policies that support families, workers, and retirees. The new Majority Report functions as a companion document, enabling leadership to demonstrate how specific bills and budget actions align with these said pillars while previewing the agenda for the second regular session.
Arizona’s 2025 Majority Plan underscores economic growth and regulatory reform as key priorities. It pledges to “reduce taxes when possible” and cut red tape to sustain the state’s pro-growth climate. Arizona has consistently ranked among the fastest-growing states in population and job creation. Republicans argue that these trends are tied to low-tax, business-friendly policies. Legislative proposals under the plan include measures to streamline permitting, encourage homebuilding, and shield small businesses from burdensome mandates. The Arizona Legislature operates on a two-year cycle, with each biennium including a first and second regular session. Carbone is a Republican member of the Arizona House of Representatives from District 25 and serves as House majority leader.
