Congressman Andy Biggs, a Republican representing Arizona’s 5th district, has introduced a resolution in the U.S. House of Representatives that condemns a proposed global tax on shipping emissions by the United Nations and International Maritime Organization (IMO). The UN-backed “Net-Zero Framework” currently under discussion by the IMO would implement a worldwide tax or levy on maritime shipping emissions, with proceeds directed to a centralized international fund.
Biggs’s resolution argues that such a measure would undermine U.S. sovereignty, increase costs for American consumers, and give international organizations undue influence over U.S. trade policy. The resolution specifically:
– Condemns the proposed global carbon tax as illegitimate and detrimental to national sovereignty.
– Opposes international efforts to impose global taxes, tariffs, or levies on American companies or consumers.
– Calls on the President to instruct U.S. representatives at the IMO to vote against and oppose any such tax.
– States that no American-flagged vessel or company should be taxed by an international body without congressional approval.
– Urges reciprocal U.S. actions, such as tariffs or restrictions, against countries that enforce or benefit from the proposed tax.
– Reaffirms support for free enterprise, energy independence, and protection of U.S. industries from international overreach.
“The corrupt, globalist United Nations has no authority to tax the American people or our industries,” said Congressman Biggs.
“This proposal is an outrageous attempt by unelected elites to impose economic burdens on sovereign nations under the guise of climate policy. President Trump’s America First policies put the prosperity and independence of our nation above globalist agendas, and Congress must make clear that the United States will never surrender its sovereignty to unelected multinational institutions. We will always defend our right to self-governance.”
The resolution is cosponsored by Representatives Andy Ogles of Tennessee and Michael Cloud of Texas.
Andy Biggs has served in Congress since 2017, representing Arizona’s 5th district after previously serving in the Arizona Senate from 2013 to 2017. He was born in Tucson, Arizona, in 1958 and currently resides in Gilbert. Biggs earned a BA from Brigham Young University in 1982 and a JD from the University of Arizona in 1984.
