Chandler appoints Riann Balch as Neighborhood Resources Director

Riann Balch has been named Neighborhood Resources Director for the City of Chandler, according to an announcement from Acting City Manager John Pombier. Balch brings over 25 years of municipal leadership experience to her new role.

Since joining Chandler in 2017, Balch has led the Community Development and Resources Division within Neighborhood Resources. In this capacity, she managed programs aimed at addressing homelessness and administered funding for affordable housing initiatives and nonprofit organizations serving vulnerable residents.

“Riann has led transformative initiatives to create housing stability and expand social services to vulnerable residents in partnership with nonprofits,” said Acting City Manager John Pombier. “Her breadth of experience administering various funding programs while leading policy development, grant administration and regional collaboration will help preserve neighborhoods and explore future housing solutions.”

Before coming to Chandler, Balch was Deputy Human Services Director for the City of Phoenix, where she spent 15 years overseeing federal grants for human services, transitional housing, and homelessness. She also previously served as executive director of the Arizona Coalition to End Homelessness, working on statewide efforts to address homelessness and promote affordable housing.
