Congressman Andy Biggs has presented a new healthcare reform framework to House Leadership, urging immediate action on conservative reforms. The proposal emphasizes freedom, affordability, and patient choice while rejecting the policies and subsidies associated with the Affordable Care Act.
The framework includes several policy proposals that are already drafted and, in some cases, ready for floor consideration. Among these are Rep. Greg Steube’s ACCESS Act (H.R. 1157), which aims to redirect federal support from insurance companies to families and expand competition across state lines; Sen. Rick Scott’s More Affordable Care Act, which seeks to improve price transparency and give patients more control over funding; and Rep. Andy Biggs’s own Health Savings Accounts for All Act, designed to modernize HSAs by lifting contribution limits and expanding eligible expenses.
Other proposals include enhancing HSA eligibility through OBBBA HSA Expansion (Section 71307), allowing small businesses greater access to group coverage via Rep. Tim Walberg’s Association Health Plans Act (H.R. 2528), strengthening individual coverage health reimbursement arrangements under Rep. Kevin Hern’s Choice Arrangement Act (H.R. 5463), and codifying long-term flexible coverage options through Rep. Biggs’s Health Coverage Choice Act (H.R. 90).
Additional measures focus on protecting small employers’ access to stop-loss insurance, supporting direct primary care arrangements with tax-advantaged dollars, creating alternative markets outside of Obamacare with guaranteed preexisting condition coverage at lower costs, blocking federal funds from financing abortion through strengthened Hyde Amendment protections, cracking down on fraud by reinforcing income verification procedures, and preventing discrimination against cash-paying patients.
“It’s past time to reject the failing status quo and lead with bold solutions,” said Congressman Biggs.
“The House must lead with clarity and conviction. These reforms are ready, they’re proven, and they should be on the floor immediately. If Republicans draw a clear line today, we can finally rebuild a health care system anchored in conservative principles and return control to patients rather than bureaucrats or insurance companies.
“Republicans are overflowing with solutions; we have the ideas, the legislation, and the mandate from the American people. What we lack is urgency. It’s time to show the country the depth of our ideas and the strength of our vision. Now is the moment to act.”
The letter was cosigned by Representatives Andy Harris (R-MD), Eric Burlison (R-MO), Clay Higgins (R-LA), and Eli Crane (R-AZ).
Andy Biggs has represented Arizona’s 5th district in Congress since 2017 after succeeding Richard Miranda. He previously served in the Arizona Senate from 2013 until his election to Congress. Born in Tucson in 1958, he currently resides in Gilbert. He earned his undergraduate degree from Brigham Young University in 1982 before obtaining a law degree from the University of Arizona two years later.
