Arizona State Representative Ralph Heap has introduced House Bill 2975, aiming to halt the current “Solar Scores” map implemented by the Arizona State Land Department. The bill mandates that the department suspend this map and work with stakeholders to create land-use maps for homebuilding and mining. This initiative responds to criticism from various industries regarding the solar map’s impact on housing affordability.
Representative Heap said, “State law requires the State Land Commissioner to manage trust land for its highest and best use in the best interests of the state.” He argued that prioritizing solar energy development near residential areas is not in line with these interests. The bill also aligns with HB 2267, which classifies renewable energy projects within four miles of residential communities as a public nuisance.
Heap criticized Governor Hobbs’ administration for allegedly favoring renewable energy projects over housing development, claiming that such priorities have led to restrictive growth boundaries around Phoenix. He further accused the administration of providing favorable deals to friends in the renewable energy sector, citing $2.3 billion in ratepayer funds allocated by Attorney General Kris Mayes.
