Representative Andy Biggs, who has been serving in the U.S. Congress for Arizona's 5th district since 2017, recently shared a series of tweets addressing various legislative topics. The congressman, born in Tucson and currently residing in Gilbert, holds a BA from Brigham Young University and a JD from the University of Arizona.

On November 27, 2024, Rep. Biggs posted on social media regarding criminal charges associated with impersonating a postal worker: "Obviously Dr. Silverglate wasn't talking about felonies like murder, fraud, or laundering money. Did you know that simply putting on the uniform of a postal worker incurs criminal charges—even on Halloween?"

Further elaborating on one of these pieces of legislation in another tweet from November 27, Rep. Biggs explained the Mens Rea Reform Act of 2024: "The Mens Rea Reform Act of 2024 establishes a default mental state of “knowingly” for federal criminal offenses that lack an explicit mental state standard. The prosecution must prove that the defendant knew their behavior would incur federal charges."
