Governor Hobbs' water policies are facing criticism for allegedly contributing to Arizona's housing crisis. Majority Leader Carbone expressed concerns, stating, "Water policy is land use policy, and land use policy is housing policy." He pointed out that the so-called "housing moratorium" in place is essentially a water policy aimed at halting housing growth. Carbone argued that this moratorium was adopted illegally and has rendered large areas of affordable land undevelopable, exacerbating the housing shortage by driving demand toward already crowded cities.
A recent study indicates that Governor Hobbs' housing moratorium could be increasing housing costs by $19,600 to $23,700 per home. Additionally, it estimates new home costs may rise by another $5,100 to $7,900 due to an alleged illegal 33.3% groundwater tax imposed by the agency.
Carbone further criticized these actions as being more about government control than water security. He stated, "The Governor wants to dictate where and how Arizona families live," which he believes limits future growth to urban areas and raises home prices. Carbone emphasized that since 1995 homebuilders have replenished 100% of their groundwater annually but are still penalized under current policies.
