Mesa Police Chief Kenneth Cost to retire after 30 years of service

The City of Mesa has announced the retirement of Police Chief Kenneth Cost, effective June 30, 2025. This marks the end of a 30-year career with the Mesa Police Department, where Cost has served as the chief since 2019. City Manager Chris Brady highlighted Cost's contributions: "Chief Cost has been instrumental in transforming the Mesa Police Department into a model law enforcement agency."

During Cost's tenure, significant strides were made, making Mesa the second safest major city in the United States with a population exceeding 500,000. The department saw the implementation of strategic initiatives such as the SPARC Youth Sports Program and technological advancements including the Real-Time Crime Center.

Reflecting on his career, Cost stated, "It has been the greatest honor of my professional life to serve as Mesas Police Chief and to work alongside the dedicated men and women of this department." Under his leadership, more than 300 new officers were hired, and a police jiu-jitsu program was established.

Mayor Mark Freeman expressed gratitude for Cost's service: "On behalf of the City Council and all Mesa residents, I want to thank Chief Cost for his exceptional service and unwavering commitment to our community." He praised the chief's role in building community trust and improving safety.

Cost's educational background includes a bachelor's degree in criminal justice and a master's degree from Xavier University in Ohio. He is also a graduate of the FBI National Academy for Police Executives. Prior to Mesa, Cost served as a sworn investigator in California.

Scott Butler, Mesa's incoming City Manager who currently oversees public safety, commended Cost's leadership: "Chief Cost's leadership has transformed the Mesa Police Department into an innovative, community-focused agency." The search for a new police chief will be led by Butler, emphasizing continuity and fresh perspectives.
