ARPA Electric Credit Ends for City of Mesa Utility Customers

The American Rescue Plan Act (ARPA) Electric Credit Program in Mesa has closed. Mesa City Council approved the ARPA program in 2021 to allocate $20 million in federal ARPA funds to mitigate a large increase in the cost of regional electric supplies, which significantly impacted the City electric utility’s power supply cost. The market is now better stabilized.

“The ARPA Electric Credit Program offered tremendous relief on utility bills for Mesa residents who get their electricity from the City,” said Mayor John Giles. “We appreciate the work of our City employees who ensured the program was successful.”

The per kilowatt hour credit rate was calculated monthly to ensure full recovery of its supply costs while maintaining rate competitiveness with surrounding utilities.

The ARPA Electric Credit Program benefited nearly 25,000 residential customers and nearly 3,300 commercial customers. The average total program awards were $416 for residential users and $2,977 for commercial customers. The first credits were issued on Nov. 27, 2021 and the last were issued on Oct. 27, 2023, which is what was projected.
