Congressman Andy Biggs has reintroduced several legislative proposals aimed at addressing judicial concerns, reflecting his priorities as a member of the House Judiciary Committee. In his statement, Congressman Biggs expressed his commitment to restoring integrity within the criminal justice system and reforming the Ninth Circuit Court.
“I have been honored to serve on the House Judiciary Committee my entire tenure in Congress and am grateful to serve as the Chairman of the Crime Subcommittee once again,” he stated. He emphasized the importance of collaboration with President Trump and colleagues to achieve these objectives.
Among the proposed legislation is H.J.Res. 1, which seeks a constitutional amendment mandating that the Supreme Court consist of nine justices. Another proposal, H.R. 101, known as the Judicial Administration and Improvement Act, aims to divide the U.S. Court of Appeals for the Ninth Circuit into two separate circuits.
The Injunctive Authority Clarification Act (H.R. 97) intends to prevent national injunctions, thereby discouraging forum shopping and reducing judicial politicization. Additionally, H.R. 60 or the Knife Owners' Protection Act would allow citizens to transport knives across state lines despite varying local regulations.
Further measures include H.R. 98, named End Endless Criminal Statutes Act, which targets unnecessary federal criminal penalties such as dressing up as a postal worker for Halloween. The Mens Rea Reform Act (H.R. 59) demands prosecutors prove defendants knew their actions were criminal or would result in criminal outcomes.
Lastly, Congressman Biggs proposes H.R. 95 requiring each congressional bill to address only one subject and H.R. 100 titled Protect the Gig Economy Act, safeguarding gig economy businesses from expensive class action lawsuits.
