He attributed this decision to President Trump's request and emphasized that "The Executive Branch is the only branch of government serious about cutting spending, despite my best efforts."

Biggs criticized previous claims regarding border security legislation by stating that "The previous occupant of the White House claimed he couldn't secure the border without new legislation." He continued by asserting that "President Trump has shut down the border simply by enforcing the law."
