Representative Nick Kupper has voted in favor of SB1114, a bill aimed at addressing the housing development challenges in the Phoenix area. The legislation seeks to reduce groundwater demand and facilitate new housing projects by allowing homebuilders to cut their groundwater usage. This move is intended to counteract the "unmet demand" cited by Governor Hobbs as a reason for her housing moratorium.
The bill was passed by the House Natural Resources, Energy & Water Committee, chaired by Representative Gail Griffin. It proposes a process where developers can decrease their groundwater consumption in exchange for proceeding with stalled projects. The Home Builders Association of Central Arizona provided testimony suggesting that if all affected developers accept a 15 percent reduction in groundwater use, it could resolve the unmet demand and lift the moratorium.
Representative Kupper stated, "This legislation is about common sense and results," emphasizing that thousands of homes are delayed due to bureaucratic hurdles that SB1114 aims to address. He added, "SB1114 is a real, workable solution that immediately reduces groundwater demand."
In addition to SB1114, Representative Kupper supported two other water policy bills—SB1115 and SB1116—that also passed out of committee. These bills aim to remove governmental barriers and support responsible growth in cities like Buckeye.
Kupper highlighted the importance of these measures for Arizona's economy and housing needs: “Our state needs housing. Our economy needs investment. And we have the ability to deliver both while managing our water resources wisely.”
The three bills will now proceed to the full House for further consideration.
