U.S. Rep. Greg Stanton (D-AZ-04) voted against HR 28, the Protection of Women and Girls in Sports Act of 2025, which will prohibit biological males from participating in school athletic programs for women and girls.

The legislation passed the House by a 218 to 206 vote margin and will now proceed to the Senate for consideration. Only two Democrats voted for the bill, and one voted present, while the remaining 212 Democratic members either voted no or did not vote on the measure

A January 2025 New York Times poll found that 79 percent of Americans said that “athletes who were male at birth but who currently identify as female” should not be allowed to compete in women’s sports. Among Democrat voters surveyed, 67 percent agreed.

Stanton was first elected to the U.S. House of Representatives for Arizona’s 9th Congressional District in 2018 and assumed office on January 3, 2019. Following redistricting, he has represented Arizona’s 4th Congressional District since 2023.

Before his tenure in Congress, Stanton served as Mayor of Phoenix from 2012 to 2018. He also served on the Phoenix City Council from 2000 to 2009. Stanton earned a Bachelor of Arts in history and political science from Marquette University in 1992 and a Juris Doctor from the University of Michigan Law School in 1995. He resides in Phoenix with his wife, Nicole, and their two children.
