City of Chandler issued the following announcement on Dec. 14.

The Chandler City Council met at 6 p.m. Monday, Dec. 6 and Thursday, Dec. 9, taking action on a combined total of 81 agenda items. Meeting highlights included:

• Adopted an ordinance to approve the rezoning from single family district to planned area development for medium density residential, preliminary development plan for site layout and building design, and preliminary plat approval for 16 dwelling units for The Marco. The Marco is located 250 feet south of Frye Road on the east side of Nebraska Street, and approximately one third of a mile west of the intersection of Frye Road and Arizona Avenue.
• Adopted an ordinance to approve the rezoning, preliminary development plan for subdivision layout and housing product, and preliminary plat for The Village at Hamilton Landing located at the southwest corner of Willis and McQueen roads.
• Introduced and tentatively adopted an ordinance approving Airstream of Chandler’s request for rezoning from planned area development (PAD) zoning for Community Commercial (C-2) uses to PAD for Community Commercial Uses with motor vehicle sales, outdoor screened storage, indoor motor vehicle repair including body work, and limited short term overnight stays for recreational vehicles. Their facility is located at 1375 S. Arizona Ave., on the southeast corner of Arizona Avenue and the Loop 202 Santan Freeway.
• Adopted an ordinance granting an irrigation easement to Roosevelt Water Conservation District, at no cost, for irrigation facilities relocated on the south side of Chandler Heights Road between 122nd and 124th streets as part of the Chandler Heights Road Improvement Project.
• Approved a resolution authorizing the City of Chandler to enter into a Joint Project Agreement with the State of Arizona for the Loop 101 and 202 Freeway Waterline and Sewer Rehabilitation Project in the amount of $8,000,000. Arizona has received State and Local Fiscal Recovery Funds from the American Rescue Plan Act funding, of which Chandler will be reimbursed to reconstruct the pipes and preserve the infrastructure of this watermain.
• Awarded a professional services agreement for design services, to TY Lin International, for Frye Road Protected Bike Lanes, located on Frye Road from ½ mile west of Arizona Avenue to the Paseo Trail/Consolidated Canal, in an amount not to exceed $666,217.66. This project will upgrade the existing Frye Road bicycle lanes that connect surrounding neighborhoods to downtown Chandler and the Paseo Trail.
• Approved an agreement with Brightview Landscape Services, Inc., for park mowing services, for a revised amount not to exceed $799,956. This full-service contract incorporates the landscape maintenance requirements for various City parks, non-parks and facility locations administered by the Parks Division.
• Approved a contract with APL Access & Security, Inc., for the purchase of access controls and security equipment, increasing the spending limit by $427,500, for a revised amount not to exceed $927,500. The Facilities & Fleet Division recommends an upgrade in card readers and security cards for employees and vendors in order to maintain the security of City buildings and facilities.
• Approved an agreement with Arizona Emergency Products, Inc.; MHQ of Arizona; and Pride Outfitting, LLC; for police vehicle upfitting, in an amount not to exceed $426,140.00, through Nov. 30, 2022. This contract will be used to upfit 23 vehicles including patrol vehicles and undercover vehicles; upfitting modifies vehicles to provide emergency response warning devices, lighting, communication systems and equipment/personnel carrying capabilities. 
• Approved an agreement with Logic Compensation Group, for a compensation and classification study, in an amount not to exceed $215,000. The last study was conducted in 2008; this new study will begin in January 2022 and will take an estimated 8-12 months to complete. Recommendations from this study will be included in the FY 2022-23 proposed budget.
• Approved an agreement with CE Wilson Consulting, for professional and project consulting services, in an amount not to exceed $450,000, for a one-year term beginning through Dec. 31, 2022. This service will assist the Information Technology Department with special projects or to backfill vacant positions.
• Adopted a resolution to authorize the reallocation of Emergency Rental Assistance Program (ERA 1 and ERA 2) funds to Maricopa County for distribution to eligible Chandler households on an interim basis. This request would allow the City to reallocate existing ERA 2 funds and allocate future redistributed ERA funds to Maricopa County for distribution through AZCEND. AZCEND will now get access to the County’s reporting system as they distribute funds to Chandler residents and the County will manage the new financial reporting as required by the U.S. Treasury Department.
• Approved the sole source purchase of active shooter response kits, from Tactical Medical Solutions, LLC, in the amount of $108,840. This purchase is to provide life-saving Stop the Bleed/Active Shooter Response Kits for all Chandler Police Department patrol vehicles, as well as schools staffed by CPD School Resource Officers.
• Awarded a construction contract to Caliente Construction, Inc., for Police Station Main Lobby and Records Room Renovation, in the amount of $96,410.76, for a revised contract amount not to exceed $1,418,141.23.
• Adopted a resolution authorizing the City of Chandler to enter into an agreement to share costs for the Feasibility Study of Bartlett Dam Modification Alternatives among various participating entities and Salt River Agricultural Improvement and Power District in the amount not to exceed $400,000. This study will evaluate alternatives to mitigate lost water storage due to sedimentation within the Horseshoe Reservoir.
• Approve an agreement with Northstar Communications, Inc., for streetlight pole replacement, in an amount not to exceed $482,000, for a one-year term through Dec, 14, 2022. This contract allows for installation or replacement of streetlight poles damaged as a result of traffic accidents or rust, as well as new streetlight installation to increase lighting levels in older, developed areas. Staff estimates that approximately 260 streetlights may be replaced and/or upgraded during this time.
• Awarded a professional services agreement for design services, to Entellus, Inc., for Detroit Basin/Gazelle Meadows Park Storm System Improvements, in an amount not to exceed $497,826.00.
• Approved an agreement with M.R. Tanner Development and Construction, Inc., for street maintenance and repair services, in an amount not to exceed $815,000, for a one-year term through Dec. 31, 2022.
• Awarded a construction manager at risk contract to McCarthy Building Companies, Inc., for the Reclaimed Water Interconnect Facility (RWIF), in an amount not to exceed $5,392,377. RWIF will be an advanced membrane water treatment facility to treat surface water from both Salt River Project and Colorado River sources to A+ standard to supplement the City's reclaimed water system supply. The additional supply produced from this facility will be used to supplement the City's groundwater recharge efforts as well as supply additional water for industrial cooling at Intel's expanded facilities. 
• Approved an agreement with Artistic Land Management, Inc., for Public Works landscape services, in an amount not to exceed $927,500, for a one-year term, through Dec. 31, 2022. Services under this agreement will include weekly trash pickup, weed control, irrigation repair, mowing, pruning, trimming, and the spreading of decomposed granite, as needed. Approximately 453 acres of landscaped areas at Public Works facilities are to be maintained under this proposed agreement.
• Approve an agreement with Western States Fire Protection Co., for fire protection services, increasing the spending limit by $190,000, for a revised amount not to exceed $1,152,500. This amendment will provide services related to the repair, replacement, and routine inspection of critical emergency fire response equipment that is located within Public Works & Utilities buildings, which support core City functions.
• Awarded a contract to Lincoln Constructors, Inc., for Paseo Vista Recreation Area Retaining Wall Renovation, in an amount not to exceed $175,841.90.
• Authorized the City of Chandler to enter into a Joint Project Agreement with the State of Arizona for the Loop 101 and 202 Freeway Waterline and Sewer Rehabilitation Project in the amount of $8,000,000.
• Appointed seven Chandler residents to serve on the City’s newly formed Military and Veterans Affairs Commission.
• Recommended the following liquor license applications be approved by the State Department of Liquor Licenses and Control:
  • Series 7, beer and wine bar liquor license application and Series 10, beer and wine store liquor license application for Bottle and Bean, located at 2577 W. Queen Creek Road.
  • Series 12, restaurant liquor license application for Taqueria Los Portales, located at 691 N. Arizona Ave.
  • Series 12, restaurant liquor license application and Series 3, domestic microbrewery liquor license application for Look Cinemas, located at 1 W. Chandler Blvd.
  • Series 12, restaurant liquor license application for Patent Brewing Co., located at 1949 W. Ray Road, Suite 11.
  • Series 12, restaurant liquor license application for Kura Revolving Sushi Bar, located at 1928 W. Chandler Blvd.
  • Series 12, restaurant liquor license application for Taqueria Factory, located at 55 E. Ray Road, Suite 2.
  • Series 6, bar liquor license application for Third Base, located at 4910 W. Ray Road, Suite 3.
  • Series 7, beer and wine bar liquor license application for Improvmania, located at 51 E. Boston St.

During a Study Session held on Monday, Dec. 6, the Mayor and City Council recognized the following:

• Hamilton High School Varsity Girls Volleyball team who won their first girls volleyball state title in school history.
• The City’s Information Technology Department for being recognized as one of the top 10 Digital Cities Survey award recipients, by the Center for Digital Government. The annual survey recognizes cities using technology to tackle social challenges, enhance services, strengthen cybersecurity and more. Chandler ranked fourth in the category for cities with a population of 250,000-499,999.
• The City’s Video Production team for winning three Telly Awards for their work on various projects including a local ballet folklorico group “Instituto de Folklor Mexicano” and their traditional dance; the 2020 State of the City; and “Perseverance Through Innovation” that highlighted how the community overcame challenges due to COVID.
