Patty Johnson, a local parent who has been involved in attending Higley Unified School District (HUSD) board meetings, said school board member Scott Glover's policies regarding COVID lockdowns "robbed" students of educational opportunities.

"Scott Glover and his comrades on the HUSD school board push paranoidal propaganda and put our children’s education at risk," Johnson told SE Valley Times. "Glover’s Covid lockdowns robbed our children for no benefit."

Glover is running for election to the HUSD Governing Board. Per Ballotpedia, Glover previously served as an at-large member of the HUSD Governing Board from January 1, 2017, to January 1, 2021. Early voting began on October 9 and extends through November 1 for the November 5 general election.

In July 2020, Glover was a signatory to a letter asking then-Governor Doug Ducey to delay resuming in-person learning until at least October 1 and informing Ducey that "in October, districts may consider reopening buildings and classrooms for in-person learning when we meet agreed-upon levels of COVID-19 data points that show a reduction of risk and infection in our communities."

The letter also called for waiving the 180-day instruction requirement, suspending standardized state tests for the school year, and funding remote learning without requiring that schools offer in-person learning five days a week, KGUN reported.

The Arizona Daily Independent reported that despite being in favor of COVID school shutdowns and mask mandates, Glover "sat unmasked on the dais" during school board meetings.

In September of 2020, the HUSD Governing Board voted 4 to 1 to return to in-person classroom instruction provided that the number of COVID and COVID-like illness cases continued to trend downward. Glover was the lone dissenting vote, according to the Queen Creek Independent.
