Roy Morales, who ran for Higley Unified School District (HUSD) school board in 2022, said that school board member Tiffany Shultz "disregarded" requests from parents on district policies.

Last year, the board voted 3 to 2 for a more relaxed dress code, and Shultz voted in favor of the measure.

“Tiffany Shultz has disregarded parents' requests to keep the dress code in place, she has always approved for budget increases, bonds and over-rides," Morales told SE Valley Times. "She basically rubber stamps everything that comes across her desk.”

Shultz is running for re-election to the HUSD Governing Board. Shultz took office on the Board on January 1, 2021. Early voting began on October 9 and extends through November 1 for the November 5 general election.

In August of 2023, the HUSD Board held a vote on and failed to update the district's dress code policy. The Board was split 2 to 2 on whether to allow students to expose their midriffs (the fifth member of the Board abstained), with Shultz voting in favor of the more relaxed code.

According to the Arizona Republic, Schultz said that requiring students to cover their midriffs was harmful to students, especially girls, and made them feel bad about their own bodies. Shultz added that because crop tops were in fashion, that made it more difficult for girls to find shirts that cover the tops of pants.

In September 2023, the Board approved — with a 3-2 vote — a new policy that did not explicitly prohibit exposed midriffs.

Roy Morales is a local resident and civic activist. Morales ran for HUSD school board in 2022 on a platform opposing Critical Race Theory (CRT), drag queen story hours, and child sexualization, and supporting parental rights in education.
