The Chandler City Council met at 6 p.m. Thursday, Sept. 22, taking action on a total of 68 agenda items. Meeting highlights included:

• Approved an agreement with Dynamic Officials and Sports, LLC, for softball umpire services, in an amount not to exceed $92,000 for a one-year term from Aug. 1, 2022, through Sept. 22, 2023.
• Approved the purchase of playground products, services and shade structures from multiple vendors utilizing a 1Government Procurement Alliance agreement and Mohave Educational Services Cooperative agreement, in an amount not to exceed $550,000. Parks identified for ramada, playground equipment or amenities replacement in Fiscal Year 2022-2023 include Sunset Park, Harris Park, Pueblo Alto Park and Pima Park.
• Approved professional services agreements for design services for three projects in Downtown Chandler. An agreement with Entellus, Inc. for the City Hall Parking Lot and Alley improvements, in an amount not to exceed $149,559; an agreement with Wood Environment & Infrastructure Solutions,

  Inc., for the Wall Street Improvements, in an amount not to exceed $152,331 and an agreement with Ardurra Group, Inc. for the Boston Street Improvements, in an amount not to exceed $148,090.

• Approved a tentative adoption of an ordinance to annex approximately 40.2 acres at the northeast corner of McQueen Road and Hunt Highway. Also approved the tentative adoption of a Preliminary Development Plan and Preliminary Plat for Earnhardt Ranch, a proposed 100-lot single family subdivision on approximately 37.26 acres at the northeast corner of McQueen Road and Hunt Highway.
• Approved three resolutions authorizing a license agreement with Cellco Partnership, dba Verizon Wireless, for the proposed Serpiente Macro Cell Site located within the right-of-way on the south side of Pecos Road east of Alma School Road, and the existing Snedigar Ballfield Light Macro Cell Site, located at Snedigar Sports Complex, and Shawnee Flag Pole Macros Cell Site, located at Fire Station No. 2.   
• Approved two resolutions authorizing license agreements with Teleport Communications of America, LLC, and Level 3 Communications, LLC, for the use of public property of the establishment of Class 4 and Class 5 communications systems.
• Approved a Use Permit extension for Dogtopia, for the continued operation of an outdoor dog play area, generally located at the northeast corner of Arizona Avenue and Chandler Heights Road.
• Authorized the acceptance of Indian Gaming Revenue Sharing Grant Funds from Gila River Indian Community in the amount of $222,114, for the purpose of supporting the purchase of advanced, battery-powered vehicle extrication equipment for the Chandler Fire Department.
• Approved a grant agreement with the Department of Homeland Security Federal Emergency Management Agency, authorizing the acceptance of Assistance Firefighters Grant (AFG) program. The AFG program’s objective is to provide funding directly to fire departments for the purpose of protecting the health and safety of the public and first responder personnel against fire and fire-related hazards. Firefighters, as a hazard of their job duties, are routinely exposed to carcinogenic substances known to cause cancer in humans. A cancer screening program has been proposed by Chandler Fire Department (CFD) to provide early detection and assistance to CFD firefighters with known exposures to such cancer-causing substances.  The Chandler Fire Department has applied to FEMA for AFG funds and has been awarded $963,400 to be applied toward the proposed early detection cancer screening program.  
• Authorized a grant agreement with the Governor’s Office Highway Safety in the area of Occupant Protection, to continue the Child Safety Seat Clinic Program, in the amount of $29,762.
• Approved a grant application and authorized the acceptance of an Indian Gaming Revenue Sharing Grant from the Gila River Indian Community on behalf of the Chandler Police Department for forensic equipment and training in the amount of $73,897.
• Approved an Intergovernmental Agreement for cooperative law enforcement training operations between the City of Chandler and the Town of Gilbert, for the purpose of conducting joint law enforcement training or attending law enforcement training hosted by either agency. Such training may include, but is not limited to, recruit and in-service academy training and specialty schools for both sworn and civilian personnel.
• Authorized the City of Chandler to enter into an agreement for accounting and delivery of water made available in the Modified Roosevelt Dam Flood Control Space under a temporary deviation to the Water Control Plan among various participating entities, the Salt River Valley Water Users' Association, and Salt River Project Agricultural Improvement and Power District.
• Approved an amendment to several agreements with Aquafit Chlorination Systems, LLC; DPC Enterprises, L.P.; Hill Brothers Chemical Company; Momar, Inc.; Polydyne, Inc.; Salt Works; Solenis, LLC; Thatcher Company of Arizona, Inc.; Univar Solutions USA, Inc.; and Waternuts Aquatic Enterprise, Inc., dba Commercial Pool Repair, for the purchase of water treatment chemicals, in a combined amount not to exceed $11,193,910, for a one-year term, Aug. 15, 2022, through Aug. 14, 2023. The contractors have agreed to extend the agreements for one year with significant price increases. Inflation and supply chain issues have taken hold of chemical markets, leading all contractors to request an average of 44% higher prices. The amount requested by each cost center has an added contingency escalator to account for volatility in the chemical markets. Additionally, numerous suppliers have been awarded to ensure continuity of operations in the event of a supplier shortage.
• Related to the previous item, the City Council also approved the purchase of water treatment chemicals, from Thatcher Company of Arizona, Inc., utilizing the Omnia Partners Contract No. 212528, and from Brenntag Pacific, Inc.; Hill Brothers Chemical Company; and Thatcher Company of Arizona, Inc.; utilizing City of Mesa Contract No. 2020135, in a combined amount not to exceed $4,375,516, for a one-year term, Aug. 15, 2022, through Aug. 14, 2023. The previous item includes City bid vendors and this item uses cooperative contracts. Use of these two procurement methods collectively provides the City with purchasing flexibility to broaden choices and avoid supply chain issues.
• Recommended the following liquor license applications be approved by the State Department of Liquor Licenses and Control:
  • Series 12, restaurant liquor license application for Barro’s Pizza, located at 2935 S. Alma School Road.
  • Series 12, restaurant liquor license application for Biscuits Cafe, located at 2040 S. Alma School Road Suite #3.

The Regular City Council meeting adjourned at 6:27 p.m.

The Mayor and Council also recognized Langston Lindsey for setting seven new swim records at the Arizona State Swim Meet in his age group.
