CHANDLER, Ariz. - On May 23, 2024, the Chandler City Council unanimously voted to adopt two ordinances aimed at curbing teen violence. The new laws, which take effect on June 24, prohibit unruly gatherings and the possession of brass knuckles by minors.
The ordinances introduce educational and enforcement measures intended to prevent and deter violent behavior among teenagers. Violations related to unruly gatherings can result in a civil fine or a class one misdemeanor charge. This charge carries penalties of up to a $2,500 fine, six months in jail, and three years’ probation. A class one misdemeanor represents the highest offense that can be prosecuted at the municipal level.
Under the new regulations, it will be unlawful to permit, organize, host, or attend unruly gatherings. Law enforcement officers will have the authority to disperse such gatherings and cite participants. If any violations occur on the premises of an unruly gathering, responsible individuals could face arrest and charges for a class one misdemeanor. Additionally, if the responsible party is under 18 years old, their parent(s) or guardian(s) may be held accountable for these violations.
The second ordinance prohibits minors under 18 from possessing brass or metal knuckles. It also bans the sale or distribution of these items to minors under 18 years old. Violations will incur a class one misdemeanor charge with similar penalties as those for unruly gatherings.
To ensure community awareness about these new laws once they are enacted in late June, Chandler plans extensive outreach efforts targeting residents including parents, young adults, and teens.
