On December 4, 2024, Rep. Biggs highlighted concerns regarding travel restrictions imposed by Indian reservations on Members of Congress visiting border areas. He stated, "In the past, Indian reservations have impeded Members’ ability to travel to parts of the border." Emphasizing the importance of oversight, he added that his legislation aims to ensure that such hindrances are deemed unacceptable and that members and their staff can inspect borders effectively.
Later that day, Rep. Biggs introduced another piece of legislation concerning the Secret Service's focus on its protective duties. He announced via Twitter, "The Secret Service should be solely focused on protecting those they're charged with protecting." In collaboration with Rep. Eli Crane, he proposed transferring non-protective responsibilities from the Secret Service to President Trump's FBI through what he termed as the Secret Service Prioritization Act.
