Later that day, he addressed the topic of partial-birth abortion, describing it as a "barbaric practice." He emphasized the sanctity of life by stating, "Every life has value; we are all made in the image of God." Rep. Biggs also commended Rep. Keith Self for his leadership on this issue.

He called for adherence to legislative requirements regarding appropriations bills: "Americans demand transparency. Congress must commit to passing twelve individual appropriations bills—as were required to do by law—instead of relying on another CR." He stressed the need to "bend the spending curve down."
