Arizona committee approves bill for better police communication with disabled citizens

The House Committee on Public Safety & Law Enforcement has approved HB2330, a bill introduced by State Representative Julie Willoughby. The legislation aims to enhance communication between law enforcement and individuals with disabilities who may need accommodations.

HB2330 mandates the Arizona Department of Transportation (ADOT) to allow individuals to voluntarily disclose if they or their vehicle occupants have a communication disability. This information will be accessible to law enforcement officers during traffic stops and other interactions.

"Public safety means making sure all Arizonans—especially those with unique needs—are understood and protected in interactions with law enforcement. HB2330 is a commonsense step to give officers the tools they need to respond appropriately while giving individuals with communication disabilities the opportunity to self-identify in a way that can help de-escalate situations," said Representative Willoughby, who also serves as the House Majority Whip. "This bill aligns with the House Republican Majority’s commitment to secure communities, ensuring law enforcement has the resources and information they need to do their jobs effectively and safely."

Currently, ADOT provides a medical code designation on a driver's license but does not retain it in records unless specifically requested. HB2330 seeks to improve this by allowing voluntary disclosure of communication disabilities in both driver and vehicle registration records, ensuring first responders have timely access to this critical information.

The bill now progresses through the legislative process as House Republicans continue advancing policies prioritizing public safety, protecting individual freedoms, and promoting responsible governance.
