The Chandler City Council in Arizona has given the green light for the introduction of two ordinances aimed at curbing teen violence. The proposed laws, which prohibit unruly gatherings and the possession of brass knuckles by minors, are set to be voted on for adoption on May 23. If approved, they will come into effect on June 24.
The primary objective of these ordinances is to deter instances of teen violence by providing educational resources and enforcement tools. Any violations would attract a civil fine or a class one misdemeanor charge. This type of offense is the most severe that can be prosecuted at the municipal level and carries a penalty of up to $2,500 in fines, six months' imprisonment, and three years' probation.
Upon adoption of these ordinances, Chandler plans to carry out extensive community outreach initiatives to educate residents about the new laws. The focus will be primarily on parents, young adults, and teenagers.
Under these new laws, it would be illegal to permit, organize, host or attend unruly gatherings. Police officers would have the authority to cite and disperse participants gathered at such events. A responsible person could face arrest and a class one misdemeanor charge if any violations occur on their premises.
If the responsible party for an unruly gathering is under 18 years old, their parent(s) or guardian(s) would also be held accountable for any violations.
The second ordinance introduced by the City Council pertains specifically to brass/metal knuckles. If this law is adopted, it would be illegal for minors under 18 years old to possess such items. Furthermore, selling or giving brass/metal knuckles to minors would also be prohibited. Violations of this ordinance would result in a class one misdemeanor charge with penalties mirroring those associated with the unruly gathering ordinance.
On May 23, the Chandler City Council will vote on whether or not to adopt these ordinances during a meeting scheduled for 6 p.m. at the Chandler Council Chambers. If adopted, the ordinances will take effect 30 days later, on June 24.
